President and Owner Sherry Winburn launched Coastal Asphalt in 2008 along with Matt Winburn, Vice President and Owner. In addition to being responsible for the overall administrative functions of the company, Sherry also manages Coastal Asphalt’s professional organization memberships, marketing and communications department, and continuing education opportunities. Sherry is originally from Eldred, PA where she received an Associate’s Degree in Office Administration before relocating to the Grand Strand in 1998. She has worked in real estate contract administration and in several departments at a local university. Sherry also has her South Carolina Real Estate License.

Matt Winburn helped to launch Coastal Asphalt in 2008, along with President and Owner Sherry Winburn, out of a desire to create a superior construction and asphalt paving and maintenance company. Matt seeks to accomplish this by providing complete client satisfaction through excellent workmanship, professionalism, and integrity. He has vast experience in the paving industry in the areas of business development, project management, estimating, and safety. Matt also has a diverse background having managed and worked for an erosion control company, the land development department of a major homebuilder, a regional paving company and in the engineering department for local government. Matt has a contractor’s license from the S.C. Department of Labor, Licensing and Regulation for grading and is certified in erosion and sediment control in both South Carolina and North Carolina.

Chief Operating Officer

Lee Harrelson joined Coastal Asphalt in April of 2016 as its Chief Operating Officer with 15 years of experience in the construction and asphalt paving and maintenance industry. His duties include lining up projects; supervising jobs; project delivery; coordinating team members, equipment and materials; and cost accounting and cost management. Originally from Georgetown, Harrelson grew up in the ready mix concrete business before moving to the heavy highway construction and asphalt highway trade in 2001. He has worked throughout the Carolinas, having spent the past decade in the Pee Dee area. Harrelson graduated from the Citadel in 2002 with a degree in Business Administration.
